Bitcoin Access Approved for Russian Investors

Bank of Russia Proposes New Crypto Regulatory Framework

  • The Bank of Russia has proposed a regulatory framework to allow both retail and professional investors access to crypto assets with specific restrictions.
  • Retail investors would be limited to investing in the most liquid cryptocurrencies, capped at 300,000 rubles annually through a single intermediary.
  • Professional investors would have no transaction limits but would be prohibited from purchasing anonymous cryptocurrencies.
  • The new regulations recognize digital currencies and stablecoins as monetary assets but prohibit their use for domestic payments in Russia.
  • The framework aims for legislative finalization by July 1, 2026, with liability for illegal activity by crypto intermediaries effective from July 1, 2027.

The Bank of Russia’s proposal seeks to expand access to the crypto market while maintaining strict safeguards, recognizing digital currencies and stablecoins as assets but restricting their use for domestic payments. The framework is set to be finalized by mid-2026.
