Paraguay Congress Impeaches President Over Bank Collapse

Paraguay’s lower house voted unanimously to impeach President Santiago Peña after both houses of Congress rejected his resignation, according to the excerpt. The motion moved to the Senate; Peña had not been removed from office. The dispute followed the central bank’s seizure of Ueno Bank’s assets after its solvency ratio fell below 50% of the capital level required to operate.

The bank had nearly 3 million customers, and the seizure left deposits in limbo. A central bank fund covers up to $38,600 per person or institution, allowing most savers to recover their money, but larger depositors and institutions remain dependent on an asset auction. Peña said he had sold his stake in the bank’s majority owner, Grupo Vázquez, in 2025. Former Ueno chief Carlos Carvallo stepped down as central bank head after Peña asked him to do so.
