Stablecoin Sandbox: Standard Chartered, Animoca Join

On July 18, the Hong Kong Monetary Authority (HKMA) revealed participants for its stablecoin issuer sandbox, including Standard Chartered and Animoca Brands. This sandbox, launched in March 2024, aims to foster sustainable and responsible stablecoin development in Hong Kong.

Other participants like Jingdong Coinlink Technology and Hong Kong Telecommunications were chosen for their strong business plans. The sandbox will operate under a risk-controllable framework, and participants will not handle public funds initially.

The HKMA and Financial Services and the Treasury Bureau (FSTB) received 108 consultation submissions supporting a regulatory framework for fiat-referenced stablecoin (FRS) issuers. This new regime aligns with international standards to manage financial stability risks effectively.

This initiative allows institutions to test stablecoin issuance in a controlled environment, balancing innovation with robust oversight. The sandbox’s gradual approach aims to minimize risks while promoting virtual asset development in Hong Kong.

Long-term, this sandbox is strategically important for creating a secure, dynamic regulatory environment for stablecoins, supporting Hong Kong’s position as a leader in virtual asset regulation.
