PBOC Announces New Digital Yuan Governance Framework

  • The People’s Bank of China (PBOC) has introduced an action plan to enhance the governance and infrastructure of the digital yuan, effective January 1, 2026.
  • The digital yuan has processed approximately 3.5 billion transactions by November 2025, facilitated by mBridge for cross-border settlements.
  • Lu Lei, Deputy Governor of the PBOC, stated that the digital RMB will transition from digital cash to digital deposit money within the financial system.
  • The revised framework includes integrating digital RMB balances into deposit reserves and categorizing wallets by liquidity.
  • The PBOC will establish a Digital RMB Management Committee and operate dual centers for domestic and cross-border systems to ensure security and oversight.

China’s central bank has set January 1, 2026, as the start date for implementing its new governance structure for the digital yuan, aiming to integrate it more deeply into the financial system while enhancing security and oversight.
