France’s National Assembly will continue debating the revenue section of the 2027 budget instead of holding a planned vote, according to its agenda. The vote has been delayed twice: more than 2,000 amendments awaited debate when the original Oct. 20 vote was postponed, and 758 remained pending after Monday’s sitting. The Assembly has until midnight on Nov. 17 to finish its first reading. If it rejects the revenue section, the government’s original proposal will go to the Senate without amendments adopted by MPs.
Lawmakers also rejected two proposals to tax unrealized crypto gains when taxpayers move their tax residence abroad. One would have added crypto to the existing exit tax regime; the other would have applied to household holdings worth more than 800,000 euros if taxpayers had lived in France for at least six of the preceding 10 years. Other crypto tax proposals await debate, while a proposal approved on Oct. 16 to tax gains on conversions into fiat-pegged stablecoins has not become law.
