Corporate Europe Observatory and LobbyControl said major technology companies lobbied for changes to the EU’s proposed Digital Omnibus after the European Commission presented it in November 2025. The researchers said the changes could let AI companies use Europeans’ personal data more broadly to train and operate systems without separate user consent. The changes have not taken effect; the European Parliament is expected to set its position in early 2027 before further negotiations.
The researchers identified 655 European Parliament meetings with lobbyists on the package after November 2025. Business representatives took part in 83% of them, while civil society organizations and trade unions accounted for 11%. The Council of the EU agreed on a negotiating position in October 2026 that would further weaken some GDPR provisions, according to the researchers.
