Stablecoins Regulation Hong Kong Passes Law

Hong Kong Establishes Licensing for Fiat-Referenced Stablecoins

  • Hong Kong passed a law requiring licenses for fiat-referenced stablecoin (FRS) issuers under the Hong Kong Monetary Authority (HKMA).
  • Issuers must adhere to reserve management, redemption, anti-money laundering, and risk management standards.
  • The legislation aims to enhance investor protection and financial stability in Hong Kong’s digital asset market.
  • The ordinance follows the collapse of the fraudulent exchange JPEX in 2023.
  • The U.S. Senate is also advancing its own stablecoin framework with the GENIUS Act.

Hong Kong’s new law mandates that FRS issuers obtain licenses from HKMA, aligning with international regulatory standards and aiming to strengthen its virtual asset market. The U.S. is similarly progressing with its GENIUS Act for stablecoin regulation.
