OCC Finalizes Stablecoin Rules Effective January 2027

The U.S. Office of the Comptroller of the Currency issued final regulations for stablecoin issuers under the GENIUS Act, effective January 18, 2027. The rules cover reserves, redemptions, custody, risk management and reporting for U.S. issuers and qualifying foreign companies under OCC supervision. Some compliance requirements still need separate rules, including anti-money laundering, Bank Secrecy Act and sanctions requirements.

The rules bar issuers from directly paying interest or yield to stablecoin holders. They remove a proposed automatic presumption against certain third-party rewards arrangements, but regulators will review those arrangements case by case; the change does not cover all rewards programs.
