The Office of the Comptroller of the Currency published final rules implementing the GENIUS Act on October 21. They take effect on January 18, 2027, and set requirements for payment stablecoin issuers under the OCC’s jurisdiction. The rules cover reserves, redemptions, custody, audits, risk management, applications and supervision, but do not mean every token in circulation has federal approval.
The rules apply to specified bank-related, federally qualified and certain state-qualified issuers, as well as qualifying foreign issuers. The OCC says Bank Secrecy Act, anti-money-laundering and sanctions requirements will be addressed in separate rulemaking with the Treasury.
