Strategy executive chairman Michael Saylor said on Nov. 4 that support for bitcoin reserves crossed party lines, citing Republican Byron Donalds’ win in Florida’s gubernatorial race and Democrat James Talarico’s win in Texas’ U.S. Senate race. Donalds introduced a bill in March 2025 to put the federal bitcoin reserve into law; it was a proposal, not an enacted law.
Talarico voted for a Texas reserve measure while serving in the state House, before his election to the Senate. The House approved it 101–42 on May 21, 2025, and it became law on June 20, 2025. The law allows purchases for the reserve only of cryptocurrencies that meet its market-capitalization requirement.
