The American Bankers Association criticized the Office of the Comptroller of the Currency’s finalized payment stablecoin rules, saying they weaken the GENIUS Act’s ban on yield payments. The OCC removed a proposed presumption that certain third-party arrangements violate the ban. The ABA argues that issuers could use affiliates, exchanges or other partners to provide the equivalent of yield while technically complying with the law.
The Blockchain Association welcomed the change, saying it brought the rule closer to the law’s text. The Bank Policy Institute said removing the presumption creates ambiguity and risks deposit flight. The OCC finalized its rules ahead of the GENIUS Act’s implementation in January 2027.
