The Hong Kong Monetary Authority and the Hong Kong University of Science and Technology announced a post-quantum cryptography assessment toolkit on November 2, 2026. It is intended to help banks identify cryptographic systems that may need upgrades as quantum capabilities develop. The announcement does not mean quantum computers have broken banking or cryptocurrency encryption, or that the toolkit makes systems instantly quantum-secure. Its assessments are inputs to planning, not substitutes for independent engineering and formal testing.
