OpenAI pledged to pay the full electricity and grid costs of future AI campuses it both owns and operates, so local customers would not pay for their energy needs. It also promised site-level energy and water disclosures, annual progress reports, independent noise studies and limits on secrecy agreements with officials. OpenAI has not said the compact automatically covers facilities owned by partners.
The compact specifies no penalties for noncompliance, dispute process or independent verification of its electricity and water figures. In a separate policy blueprint, OpenAI urged regulators to impose enforceable industry-wide rules, including electricity rates that charge large users for the added costs they create.
