Paraguay bank lockout protests intensify ahead of impeachment vote

Ueno Bank locked about 3 million customers out of their accounts, prompting thousands of Paraguayans to march through Asunción demanding their money back. The bank also held $800 million to $850 million in public funds, including pension and health funds, according to AP. The central bank says deposits are guaranteed up to 228.3 million guaraníes per person, but the first payouts will go only to accounts holding up to 10 million guaraníes with no debts to Ueno.

President Santiago Peña submitted his resignation, but Congress adjourned without accepting it. The lower house voted 78-0 to open impeachment proceedings, and on November 6, 2026, the Senate rejected his request for 72 more hours to prepare a defense; a removal vote was planned, not completed. Two senior officials have resigned, eight Ueno executives have been arrested, and prosecutors are investigating Peña’s possible responsibility for bank irregularities, which he denies.
