The SEC submitted a proposed crypto broker-dealer rule for White House review on Nov. 3, according to the review record. The draft has not been published, and no public release date is set, so the filing does not show whether the rule would ease compliance, add restrictions or do both.
The SEC is considering changes to four rules covering broker-dealer capital, customer protection and recordkeeping. Earlier SEC staff guidance addressed only certain crypto custody and capital questions; it did not amend the rules or set comprehensive custody standards. Democrats are due to take control of Congress on Jan. 3, 2027, which could complicate the proposal’s progress but would not automatically block it.
