Rwanda’s CMA to Regulate and License Crypto Service Providers

  • Rwanda’s Capital Markets Authority (CMA) has been granted the power to license and regulate virtual asset providers following a new law passed by Parliament.
  • The CMA is drafting secondary regulations to implement this licensing regime, which will cover exchanges, custodians, brokers, and platforms converting between fiat and digital assets.
  • Jerome Ndayambaje from the CMA highlighted that Bitcoin will face high scrutiny due to its volatility, while not all of the world’s approximately 9,000 cryptocurrencies will be approved for use in Rwanda.
  • The new framework introduces penalties for unauthorized operations, urging Rwandans to avoid using unlicensed international platforms until licensed operators are established.
