The Office of the Comptroller of the Currency finalized rules for payment stablecoins under the GENIUS Act. The rules cover reserves, redemptions and risk management for issuers under OCC supervision, including certain foreign issuers. They are scheduled to take effect on Jan. 18, 2027, when companies issuing payment stablecoins in the United States will generally need regulatory approval.
US Treasury Secretary Scott Bessent compared the law to the National Currency Act of 1863, saying both established a national framework for currency. That comparison was Bessent’s view, not a provision of the OCC rule.
