OCC Finalizes Stablecoin Rule, Effective January 18

The Office of the Comptroller of the Currency issued a final rule implementing key parts of the GENIUS Act for stablecoin issuers under its jurisdiction. The rule and relevant provisions take effect January 18, 2027. It covers permitted payment-stablecoin issuers, certain foreign issuers and some custody activities at OCC-supervised institutions.

The OCC says the rule addresses reserve backing, redemption obligations and risk management. Bank Secrecy Act, anti-money-laundering and sanctions regulations remain for a separate Treasury-coordinated rulemaking. The OCC will also announce separately when it can process applications and waivers; the final rule does not mean every aspiring issuer is authorised.
